Troubled Water
The Colorado River and its tributaries sustain seven states, with Colorado entitled to barely one-quarter of those flows - less than California's allotment.  Front Range Cities find themselves precariously dependent on an 87-year old water pact that could be only a drought away from a legal free for all.
